Chinese competitors increased their combined share of the EU market for coated fine paper[paper?:paper sample maker cutting machine] to more than 4 percent in 2009 from around 1 percent in 2006. The anti-dumping duties amount to 39.1 percent against all producers in China except Asia Pulp & Paper's Gold East Paper (Jiangsu) and Gold Huasheng Paper units, which face a 19.7 percent levy.

 “We are disappointed at this decision,” Stuart Andrews, an Asia Pulp & Paper spokesman based in the U.K., said in an e- mail. “There is no evidence that prices of Chinese imports have depressed EU prices or will do so in the future.”

 The company said that the duties will hurt European printers and publishers by restricting competition among paper makers and that, during the EU preparations for a final decision, it is “confident” coated fine paper users “will speak out against potential price increases.”
